Target area : 20 cities and towns around the country(17 new places, 3 continued places), Recommendation by municipalities -> Selecting target area(Ministry of the Interior and Safety) -> Pilot Project Management and Consulting

Working expenses : 8 billion won(Proceeds from the center 4 billion, Expenses of provinces 4 billion), 50:50 Matching condition, allot 300 million won of each place
